The presence of National Health Insurance at the same time with implementation regional autonomy affects many other policies, including population control. Different understanding and commitment implementors resulted in mixed results, unsuccessful trends implementing control policy frame Insurance. Cimahi as most populous city West Java needs to implement policies effectively prevent negative impact overpopulation. An analysis be conducted assess Cimahi. purpose this study was analyze within framework This research used qualitative design case approach. Data collected through in-depth interview questionnaires policies. analyzed concept Edwards III Analysis Hierarchy Process. results showed that implemented facing difficulties, not necessarily encouraging use contraceptive. It is suggested City Government improve by integrating mutually supportive communicating disseminating, increasing resources, cooperation between institutions.
